Who are Bristol Parent Carers?

This page explains who Bristol Parent Carers are and why we exist. It shares who we partner with and the people behind our organisation.

We are a Bristol-based charity run by parent carers of children and young people with special educational needs and disabilities (SEND). We live in Bristol, or our children go to school here, and we use the same education, health and care services as other families. That lived experience shapes everything we do and how we support local families.

Why we exist

Parent Carer Forums exist because national guidance says services should work in partnership with families of children and young people with special educational needs and disabilities. This guidance is known as the SEND Code of Practice.

Bristol Parent Carers brings together parent carers. Parent carers are parents or carers who have extra caring responsibilities because their child or young person has special educational needs and/or disabilities.

The child you care for does not need a diagnosis for you to be a parent carer. Many families come to us at an early stage, when things don’t feel quite right, but they don’t yet have answers, or when they feel they are not being listened to.

We work with local partners through co-production. This means parent carers and people from local services working together as equals to plan and improve SEND services in Bristol.

In Bristol, this way of working is supported by a Co-production Charter and a Memorandum of Understanding. These set out how local services should work with families through Bristol Parent Carers.

  • Other local groups in Bristol that support families with children with SEND

Our purpose
We provide a space where parents and carers can come together to share experiences, support one another, and build collective confidence to influence the services and policies that affect families like yours.

We help ensure families who have children with SEND know where to go for help and support. By listening carefully to what families tell us about their experiences, we use that insight to influence how education, health and social care services are designed and delivered in Bristol.

We do this by bringing parent carer voices directly into decision-making spaces, including strategic partnerships and boards, where local SEND policy and services are shaped. This means families’ experiences are not just heard, but used to celebrate, challenge, improve and change systems so families get the right help at the right time.

Meet the team

CEO

CEO – Hayley

After running a nursery in North Bristol for 16 years, Hayley changed direction as the needs of her eldest son became clearer. After navigating complex education, health and care systems to support her son, she became determined to make that journey clearer and fairer for other families in Bristol, especially those facing additional barriers.

Alongside caring, she has been closely involved in SEND and education governance, including five years as SEND Governor and Co-Chair of Governors at a local primary school, and volunteering with national SEND organisations.

Hayley volunteered with Bristol Parent Carers for three years, joining as Chair in January 2022. She stepped down as Chair in January 2025 and was appointed CEO following an open recruitment process in March 2025. She is known as an energising, focused leader who brings people together and ensures parent carer voices shape local decision-making.

Sian – Head of Community Support and Engagement

Sian leads our community work with warmth, integrity, and a deep commitment to the parent carer voice. As Head of Community Support and Engagement, she ensures parent carers across Bristol are supported, informed, and connected. 

“Having experienced the impact of the BPC signposting and support in an exceptionally challenging time, I saw great value in what they were doing. I joined the team as a volunteer at coffee mornings, sharing my lived experience and supporting those struggling on their journeys. I feel very privileged to hold the role I currently do and believe empathy and support from peers is one of the most valuable encounters parents on a SEND journey can make.”

Amelia – Wellbeing and Support Coordinator

I began my journey with Bristol Parent Carers in 2023, volunteering after my eldest child was diagnosed with multiple specialist needs. Now employed as a Children’s Wellbeing Practitioner, I bring my lived experience – and my background in education and mental health – into everything I do. I’m passionate about helping families feel heard, supported and empowered, and I’m proud to be part of a charity that puts connection, compassion and community at its heart.

Harriet – Peer Support Volunteer

I am a parent carer to three children with varying needs, including medical complexity, neurodiversity and learning difficulties. I began volunteering in 2023 after BPC were invaluable in helping me navigate the SEND system for my son.

Since then, I have gained an immense amount of knowledge and found an incredible support network among other SEND parents. This has enabled me to become more confident and a stronger advocate for my children. I couldn’t have done this without being part of this wonderful community, and I hope to provide the same confidence and support to other parents.

Kirstie – South Bristol Peer Support

Kirstie is the South Bristol Peer Support Coordinator at Bristol Parent Carers.

She joined the organisation as a volunteer and now supports families by sharing clear information, practical signposting, and a genuine listening ear.

Kirstie has two children, both autistic, with one currently awaiting an ADHD assessment, and brings valuable lived experience to her role, understanding the journey first-hand as a parent.

Laura – PINS Coordinator

Laura is the PINS Coordinator for BPC. PINS (Partnership for Inclusion and Neurodiversity in Schools) is a collaborative early intervention project that brings together parent carers, local authorities and SEND practitioners to improve support for neurodivergent pupils in schools.

As a parent carer to two neurodivergent children herself, Laura is passionate about supporting inclusivity and awareness in schools, especially at Primary shcool level where working together to achieve this can drive positive change for children as they move through education.  

Louise - North Bristol Peer Support & volunteer Co-ordinator

Louise – North Bristol Peer Support, Parent Voice & Volunteer Coordinator

I joined the peer support team in June 2024, and since then, I’ve taken on a variety of roles. I’m a Parent Voice Facilitator, Volunteer Coordinator, and North Bristol Peer Support Coordinator. I support parent carers at our peer support sessions in North Bristol, recruit and support our wonderful team of volunteers, and work within the Parent Voice Team to ensure families’ voices are heard by decision makers. As a parent of three children with SEND, I’m driven to give back to the community, working to improve things for others and being there to support parent carers when they need it.

Oksana – Data and Systems Administrator

Oksana Bakhaieva joined Bristol Parent Carers in November 2025. Previously a volunteer on the peer support team, she supports the team by managing digital systems, data, and the website to help everything run smoothly. She is passionate about making processes simple and organised to support families and staff alike.

Pebbles – Engagement Coordinator and Parent Voice Facilitator

I’ve been part of the team for two years, and I’m also a parent carer myself. I’m passionate about supporting families and making sure their voices are heard. I work closely with parent carers to create safe, welcoming spaces and to connect with professionals through practitioner-led sessions that offer practical guidance and support.

I am also part of the Parent Voice Team, gathering feedback from families and sharing it with local services to help shape improvements. By feeding what we hear into service development, I help ensure families feel included, informed and genuinely listened to.

Shai – ADMINISTRATOR AND PEER SUPPORTER

As a parent carer myself, I bring a deep understanding and genuine compassion to every interaction, knowing firsthand the challenges and triumphs that come with caring for a child with additional needs.

I provide support to families with translations to eliminate language barriers, while also handling day-to-day administration such as enquiries, bookings and records to help our services run smoothly. By sharing experiences and offering peer support, I help create a community where parent carers feel heard, supported and less alone. It’s this authentic connection and shared understanding that makes my work both meaningful and rewarding.

Tracy – East Bristol Peer Support

Tracy began as a volunteer with Bristol Parent Carers and now works part-time supporting families through our East Bristol peer support sessions, held weekly in local schools and monthly at Fishponds Library.

Susie - Head of Parent Voice

Susie – Head of Parent Voice

Susie joined BPC in the summer of 2024 after initially volunteering, and now leads our Parent Voice team.

Susie oversees our Coproduction work and plans our Let’s Talk sessions, designed to gather parent carers’ thoughts and experiences across many different topics.

As a parent carer herself, Susie is passionate about making sure these views are heard by feeding back to service leaders so that we can shape and improve SEND services for children, young people and families that live in Bristol.

Carolyn – Parent Voice Facilitator & EDI Lead

I joined the team in February 2025. I’ve previously worked in the charity sector and children’s television, and I’ve done extensive voluntary community work, securing local funding bids for youth work and health-inequality initiatives. I’m the parent of an adopted child of mixed heritage with SEND, and I’m passionate about inclusion and equity, recognising from my own family experience the intersection between special educational needs, race and background. As a Parent Voice Facilitator, inclusion is at the heart of everything I do to support other parent carers in Bristol.

Gaynor – Parent Voice Volunteer

As a parent carer of a child with SEND, I joined the volunteer team to show appreciation for the support, guidance and knowledge I had received about understanding, supporting and advocating for my daughter’s needs. I also wanted to share what I had learned with other parent carers who may be at an earlier stage in their journey.

Being involved in the Parent Voice role has been genuinely enjoyable and rewarding. It has given me opportunities to connect with other parent carers, take part in meaningful conversations, and contribute to positive change.

Kat – Parent Voice Facilitator & Social Media

I joined BPC in November 2024 as part of the Peer Support team – often at our coffee mornings, chatting with fellow parent carers and offering a listening ear. In January 2025, I also joined the Parent Voice team. My role is about making sure parent carers’ voices are not just heard, but truly listened to, when shaping SEND policies and practice.

Outside of BPC, I’m a Youth Worker, supporting young people to thrive and feel seen. And as a parent carer myself, I know firsthand the highs, the hurdles, and everything in between that SEND families experience. That’s why I’m passionate about creating change, so our children and young people have the support and opportunities they deserve.

Claire – Finance Manager

Claire joined BPC after seeking support as a parent carer for her daughter. She knows first-hand how hard it can be to find the right help at the right time, and she cares deeply about clear, practical support for families.

With a professional background in accountancy, she now brings her skills to BPC’s finance team, helping us plan budgets, track funding, and make sure every pound works hard for families.

Roxy – Finance Assistant

Roxy is our part-time Finance Assistant at Bristol Parent Carers and also works for another charity supporting children and young people. She supports the day-to-day financial administration of the organisation, helping ensure everything runs smoothly behind the scenes. With experience across the charity sector, Roxy brings care, consistency, and a strong understanding of how good financial processes support frontline work.

Liz – Chair

I’m Liz Newton, Chair of Trustees for Bristol Parent Carers. I’m mum to two amazing girls, one of whom is visually impaired and neurodivergent.

I’m a maths tutor (having been a secondary maths teacher) and also a Chair of Governors at a local Primary School, along with several other volunteer roles.

To our board of trustees along with my own experience of our personal SEND journey, I bring education knowledge, charity compliance experience through previously volunteering as a PTA treasurer for 6 years, governance knowledge, and finance knowledge from previous jobs in finance.

I have a passion for ensuring parent carers are able to access and get the right support needed for their young people. Inclusion of all and community are at the heart of everything I do.
